THE QUALITIES OF AN ISLAMIC STATE

 

Following are the qualities of an Islamic state:

  1. 1. TO FOLLOW THE CLEAR RULES AND REGULATIONS:

The Holy Qur’an and the authenticated Sahih Ahadith of Prophet (SallAllahu Alaihi Wasallam) are the foundation of the Islamic law and sometimes such things related to the jurisprudence regulations are entered in it which are not clearly specified in the Holy Qur’an and Hadith. In such matters, the regulations of the jurisprudence are considered as law to solve these problems which are not clearly described in Qur’an and Hadith.

Indeed every lawmaker formulates such rules and regulations which protect its counseling and bring upon its objectives. Whereas in Islam, Allah only has the right to create the laws. He does not favour anyone and does not harm anyone. That is why Islamic Shariah consists of equity and justice. Desires have no interference in it and comprehensiveness is its identity.

It is the compulsory requirement of a Muslim’s faith that he follows the commands of Allah and make Allah and His Prophet (SallAllahu Alihi Wasallam) the main ruler in his differential matters. Allah Almighty says:

فَلَا وَرَبِّكَ لَا يُؤْمِنُونَ حَتَّىٰ يُحَكِّمُوكَ فِيمَا شَجَرَ بَيْنَهُمْ ثُمَّ لَا يَجِدُوا فِي أَنْفُسِهِمْ حَرَجًا مِمَّا قَضَيْتَ وَيُسَلِّمُوا تَسْلِيمًا (65) (النساء: 65)

Translation of Meaning: “But no, by the Lord, they can have no (real) Faith, until they make thee judge in all disputes between them, and find in their souls no resistance against Thy decisions, but accept them with the fullest conviction.”(An-Nisaa: 65)

The purpose of the foundation of an Islamic state is to follow and implement the orders of Allah and to make decisions among people according to its Shariah. This thing is clarified with the definition of the term “Khalifa” which is described by the scholars: “Caliphate is the protection of the religion and is equivalent to prophethood in the ruling of the world.” From this, it is known that A Muslim Caliph or ruler fulfills his duties by spreading the commands of Allah, acting upon them and being the vicegerent of Prophet (SallAllahu Alaihi Wasallam) and asking the people to follow the rules of Allah.

  1. 2. PIETY IS THE BASIS OF SUPERIORITY AMONG MUSLIMS:

 

The fear of Allah, pious deeds and good behavior is the standard of superiority in an Islamic society, and not the throne, high position and social status. Allah Almighty says:

يَٰٓأَيُّهَا ٱلنَّاسُ إِنَّا خَلَقْنَٰكُم مِّن ذَكَرٍۢ وَأُنثَىٰ وَجَعَلْنَٰكُمْ شُعُوبًۭا وَقَبَآئِلَ لِتَعَارَفُوٓا۟ ۚ إِنَّ أَكْرَمَكُمْ عِندَ ٱللَّهِ أَتْقَىٰكُمْ ۚ إِنَّ ٱللَّهَ عَلِيمٌ خَبِيرٌۭ (13) (الحجرات: 13)

Translation of Meaning: “O mankind! We created you from a single (pair) of a male and a female, and made you into nations and tribes, that ye may know each other (not that ye may despise (each other). Verily the most honoured of you in the sight of Allah is (he who is) the most righteous of you. And Allah has full knowledge and is well acquainted (with all things).” (Al-Hujraat: 13)

The Holy Prophet (SallAllahu Alaihi Wasallam) said:

« لَا فَضلَ لِعَرَبِی عَلَی عَجَممِی، وَلَا لِعَجَمِی عَلَی عَربِی، وَلَا اَحمَرَ عَلَی اَسوَدَ، وَلَا اَسوَدَ عَلَی اَحمَرَ، اِلّاَ بِالتّقوَی»

Translation: “No Arab is superior to a non-Arab and no non-Arab is superior to an Arab, and no white is superior to a black and no black is superior to a white except piety.”

 

  1. 3. FOLLOWING THE INTERNAL AND FOREIGN AGREEMENT:

 

This is a very important and essential characteristic of an Islamic state so that peace would be prevailed. Allah Almighty says:

وَأَوْفُوا۟ بِعَهْدِ ٱللَّهِ إِذَا عَٰهَدتُّمْ وَلَا تَنقُضُوا۟ ٱلْأَيْمَٰنَ بَعْدَ تَوْكِيدِهَا وَقَدْ جَعَلْتُمُ ٱللَّهَ عَلَيْكُمْ كَفِيلًا ۚ إِنَّ ٱللَّهَ يَعْلَمُ مَا تَفْعَلُونَ (91) ( النحل: 91)

Translation of Meaning: “Fulfill the Covenant of Allah when ye have entered into it, and break not your oaths after ye have confirmed them; indeed ye have made Allah your surety; for Allah knoweth all that ye do.” (An-Nahl: 91)

It is obligatory to follow the Covenant and the life is to be spent according to it and it is not allowed to oppose it. At another place, Allah Almighty says:

وَأَوْفُوا۟ بِٱلْعَهْدِ ۖ إِنَّ ٱلْعَهْدَ كَانَ مَسْـُٔؤلاً (34) (الإسرى : 34)

Translation of Meaning: “…And fulfill (every) engagement, for (every) engagement will be enquired into (on the Day of Reckoning).”( Al-Israa: 34)

 

So that peace prevails in all the Islamic counties. Allah’s Prophet (SallAllahu Alaihi Wasallam) said:

« اَفشُوا السَّلَامَ بَینَکُم»

Translation: “Spread greetings among you.”(Muslim)

In an Islamic state, there is no distinction between a Muslim and a Zimmi (A non-Muslim inhabitant). The Prophet (SallAllahu Alaihi Wasallam) said:

«  اِنَّ اللہَ جَعَلَ السَّلَامَ تَحِیَّتہ لاُمَّتِنَا وَاَمَانَا لاَھلِ دِینِنَا »

Translation: “Allah has made the Salaam as the cause of greetings to the Muslim nation and peace for the Zimmies.”(Maujam Kabeer Lil Tabraani)

 

An Islamic state invites for peace in the foreign affairs too, provided that there is no demolishing of the prohibitions of Allah and the Muslim countries are not invaded. Allah Almighty says:

لَا يَنْهَاكُمُ اللَّهُ عَنِ الَّذِينَ لَمْ يُقَاتِلُوكُمْ فِي الدِّينِ وَلَمْ يُخْرِجُوكُمْ مِنْ دِيَارِكُمْ أَنْ تَبَرُّوهُمْ وَتُقْسِطُوا إِلَيْهِمْ ۚ إِنَّ اللَّهَ يُحِبُّ الْمُقْسِطِينَ (8) إِنَّمَا يَنْهَاكُمُ اللَّهُ عَنِ الَّذِينَ قَاتَلُوكُمْ فِي الدِّينِ وَأَخْرَجُوكُمْ مِنْ دِيَارِكُمْ وَظَاهَرُوا عَلَىٰ إِخْرَاجِكُمْ أَنْ تَوَلَّوْهُمْ ۚ وَمَنْ يَتَوَلَّهُمْ فَأُولَٰئِكَ هُمُ الظَّالِمُونَ (9) (الممتحنة: 8 – 9)

Translation of Meaning: “Allah forbids you not, with regard to those who fight you not for (your) Faith nor drive you out of your homes, from dealing kindly and justly with them: for Allah loveth those who are just. Allah only forbids you, with regard to those who fight you for (your) Faith, and drive you out of your homes, and support (others) in driving you out, from turning to them (for friendship and protection). It is such as turn to them (in these circumstances), that do wrong.” (Al-Mumtahina: 8-9)
